Heat oil in a small frying pan on a medium to high heat. Saute the onions, crushed garlic, grated ginger, cinnamon stick, cumin seeds, cardamom pods and chilli flakes. Cook onion mixture for 3-4 minutes and set aside
In another mixing bowl, place lamb mince, yoghurt, tumeric powder, garam masala, 2 teaspoons of salt and mix well
Add the onion mixture and mix well
In a solid steam tray, add the rice then the lamb mixture then the water. Distribute the rice and lamb mince evenly on the tray. Season with salt and pepper
